SWAG 1:
Trace the circuit out. There probably is mis-wiring involving the (-) end
of the HVPS and the Ig meter, eg, bleeder misconnected, or HVPS grounded
directly to chassis, or . . . the meter switch? Parts may have to be
disconnected.
