Ok, I'll qualify my statement a little. Some parts are unaffected by
use and some begin to wear out the minute they are put in service. 

A nut or bolt will never wear out (unless abused, of course). 

A tube begins to wear out the minute power is applied. Used tubes I
avoid unless they come with an iron clad guarantee, which they seldom
do. 

Something like a used turns counter is problematical. It might be ok
or it might be worn. 

The wise homebrewer will know the difference.
