At what moment? <:-))

For that matter what difference does it make tuning up with a pulser.  
An SSB signal is almost always at least a bit out of tune depending on 
voltage sag except for those moments it happens to present the same 
peaks and duty cycle it did on tune up.  IOW, not very often. Of course 
if the power supply is a monster that doesn't waver under load that's 
different. Of course, then you could just throw in a carrier and tune 
for maximum smoke, key down. OTOH the PS will probably cost more than 
the rest of the amp.
