To stay within the current FCC power rule with asymmetrical voice modulation 
may require a carrier significantly less than the 200-250 range quoted, even 
with audio processing to control dynamic range -- or remove asymmetry with 
an all-pass filtering device to bring the carrier level up closer to the 
often-cited 1/4 sinusoidal carrier-to-PEP ratio.
