Randy,  Sounds like you need to reduce your loading, which will give you a
more pronounced dip. Minimum capacitance on your load capacitor is maximum
loading, not minimum loading. So unwind your load vacuum variable to mesh
the plates more and you'll get a deeper plate current dip and higher output.
As suggested, tuning for maximum output will get you in the ballpark.
Fortunately, the 4-400 is a very rugged tube and will easily withstand
moderate abuse.
