What you say is true, but that's actually a benefit. If you tune up at
full carrier and then go to SSB, you will now have slightly more
headroom because the HV is higher and thus will be less likely  to clip
and splatter. 

By the same token, if you tune up with a low duty cycle, you are likely
to drag the HV down with high duty-cycle syllables. 

This is only an issue on SSB of course, CW, FM and RTTY do not have the
splatter problem.
