In the U.S., Sec. 73.61(a) requires that directional AM stations monitor FS 
at monitor points as often as necessary to maintain compliance.  To an FCC 
inspector, that means regular, periodic measurements.  In some directional 
cases, quarterly measurements are also mandatory.

If the inspector believes the station is not in compliance, the FCC can 
compel the station to make a partial proof-of-performance on the pattern. 
You don't want to be anywhere near the station owner/manager when s/he gets 
that news.
