That is very true esp. for neon transformers.  I have seen then rated @ 9000 V 
center tap grounded.  I am very supprised that more people are not killed by 
them.  Very dangerous.

I don't see why not.
I used a 10KV oil furnace ignition transformer and it worked fine.
Rectifier block, HV resistors and caps came from fleaBay.

Careful - the cases on HV transformers aren't always isolated.
