[Amps] gs-35 bias

hello all,

so i have a 2m gs-35b running 4100 no load on the plate. i have a 30v 50w zener 
for bias. when keyed it gives 28v of bias but it also gives .500 mils of idling 
current. with a second zener in series at 58v it drops down to 100 mils.

what am i missing? i have checked the meter against my digital meter. they read 
the same.
