Legal operation is easily, W1AW which had legal permission to operate with 1 kW (input) on every band at once, sending the same bulletin on all of them and possibly two modes to the band in some circumstances. (when the rule was that each license could only operate a total of 1 kW at a time from all transmitters)

  Now they operate on a bunch of bands at once at 1.5 kW.
