I would suggest any dummy load with liquid should be set in a bucket large
enough to capture the liquid in case of a leak. 

One problem with distilled water is it may not remain non conductive
forever. Any contamination such as leaching metal from the heatsink will
likely render it conductive. Oil is your best long term bet. Or skip liquid
entirely and use a high volume blower.
