I already stated I use a HP 437 with appropriate couplers and attenuators. Ive moved up the 43x food chain over the decades as surplus gear becomes available.

 Does anyone use directional couplers and HP Power meters such as a 432A?
The power meter is only good for 10mW but with a high loss Directional coupler or
sampler, if well calibrated, would be much better than +/- 5% full scale
