I can't brag about any experience in building phased verticals, as I never 
had opportunity to build one. On the other hand, what you described sounds 
perfectly anticipated, because such phased systems, when perfectly matched, 
give a cardioid diagram with deep minimum over only few degrees --> if only 
you could rotate it...
