Well, here's my BIG SIGNAL report from CA:
1st station east of the Mississippi: W9UP (0034Z)
1st station from Dixie: N4AR (0046Z)
1st east coast station: WA2SRQ (0053Z).
It's still daylight around here at 0053Z! Awesome signal, SRQ!

There is hope after all. Attached is a response from KB1GW at

attention and clear any confusion among the unwashed masses :-)

Jim,
You're quite correct in your summation. We are trying (hard) to
implement "user friendly" rules, yet cover the important stuff,
too. (i.e. How do we print the rules--while attracting
newcomers.) We're working on it--trust me! Suffice to say that
I've passed your comments on the proper folks here at HQ, and
steps will be taken to try and prevent such oversights in the
future. Thanks for your feedback--and understanding!
BTW, When your January issue of *QST* arrives, do check out my
"New Ham Companion" article plugging the January VHF contest!
It spells out the caveats you mentioned--in detail. I mention
that repeaters are not to be used, suggest some simplex
frequencies (and say "except 146.52), give info on the proper
exchange, provide info about "how to find your grid square," etc.
I wrote it before I knew about the items you mentioned in your
post today--it was *not* written to be a "fix" for the rules in
December--I know--because I wrote it! ;-)
