I agree with Yuri's suggested scoring below.
The USA records would be most affected since lots of zero pointers would become
something. Perhaps JA would also benefit in this regard.
The EU scores would go up since EU-to-EU QSOs would be 2 points instead of 1.
The rest of the world (where all the significant records have been set anyway)
would not be affected by even 1/10%!

Only small change is needed:
count 1 point for same country QSO, 2 points for same continent, 3 points for
other continent. Keep this doubled for 1.8, 3.5, and 7 MHz (2, 4 and 6 points
resp.)
