Personally, I would prefer you call, and send your exchange, at the
highest speed you feel you'll be *reliably* able to copy my exchange
at.  I worked between 27 and 30wpm for most of the SS, but if someone
called considerably slower, I would QRS to try to match his calling
speed before sending the exchange.  

One station gave his call, and then sent "QRS" at about 15wpm.  It
served very well to let me know what speed he felt comfortable copying
me at, and he got the whole exchange on the first try.
