The most relevant page found from the site appears to be:

especially: "Program investigates the interaction of high power,
high frequency electromagnetic radiation with the ionosphere for
the purpose of generating low frequency communication signals."

So, they are looking at enhancing LF communications, something in
which the Navy has a naturally strong interest.  I do not see anything
in the HAARP research literature that suggests they are investigating
or otherwise believe that high power HF signals can or will enhance
_HF_ communications signals.

Maybe I missed it.
