Actually there is plenty of disincentive to operate WAE on the low bands and 
that
comes from the 15 minute rule that applies to single ops.  It is hard to switch 
to
another band for a non-mult QSO and be stuck there for 15 minutes of unanswered
CQing while the higher bands are wide open.  73, John, K4BAI.
