But, is that what the ARRL wants to do?  Here's an excerpt from a
fictional story in QST, "Wally and Mike: The Flood"

"I wanted to get my ham license when I was in high school but I
didn't like morse code."

"You can get a Technician license and use the repeater without
knowing code."

"No code!  That's great.  Who needs it anyway, I just want to use
voice."
 
That's gonna generate a bunch of new contesters!
