This is how we handle the ARRL 10M and 160M contests. (ARRL 160 has W/VE =
2, DX = 5 and ARRL 10 has CW = 4 and SSB = 2). Penalties are ONE
EQUIVALENT QSO.
I would have expected the CQWW team to do the same.
