Aren't these coordinate systems hierarchical? Can we compute
things higher up from those lower?
Grid -> county -> ITU Zone
|-> cq Zone
Perhaps it will take a table map.
If so, then fill in records based on the info obtained from
LoT(ARRL). :-).
