According to their website they only run the net from 12pm to 10pm.  So if
you are going to have an emergency then you better plan it for those hours
other wise you are SOL. 

If there is a need the FCC will declare a frequency for emergency traffic.
I believe it has been done before.  

Maybe I was blind to it in the past but there sure are a number of groups
that have laid claims to certain frequencies.  They come on at a specific
time and EXPECT that everyone else will move.  That is wrong.

I think N2ML hit the nail on the head.  This is a bunch of sailors having a
good time and trying to sound important.  There are times when there are
contests almost every weekend why is this an issue now?

I was one of the station who had trouble with the 14300 group last weekend. 
I had came on 20m and found clear spot on 14.301. I asked twice as usually
if anybody was using that frequencie. Nobody had answered, so I started cq
dir EU. After about half an hour later somebody came and informed me, that
there had been a network on .300 and if I could move little bit. I moved
about 500 Hz up and continued run. After that every ten minutes somebody
from that group came and asked me if I could move again. I refused to do
that, because there was another station just above me. I continued my work
untill another one came and this time he started clearly QRMing on purpose
with carrier 59+ for about 15 minutes. He stoped because I zero beat his
signal and still kept my run. So the next one started to transmit
continuosly fivenine, fivenine, yes you are fivenine and so on. I still
worked but that time already very angry. I am sure that you know these guys.

I moved another 500Hz up. Next one who came, started to explain me what was
their network and how important it was . He did not care that there had been
a big pile-up of NA stations and they could not hear me thrue him. Another
one /6th or 7th/ asked me to move at least 3kHz from their frequencie. So,
if they do the same on opposite side of .300, they would own 6kHz just for
themselfs ! During one of the major contest !
Finally I had given up and moved away. It took me another 15 minutes or so
to find some clear spot. I even dont want to imagine a situation that I /or
any other station/ would run 180+ qso on .300 before their network starts
there  because I had no idea that something like that even existed. What
will happen at 11.00Z? They will kindly ask me to stop my run and find
another frequencie??? Or they will start their network anyway??? Or somebody
from that group will start QRMing untill I leave??? Nobody has a right to
own a frequencie and that group is not an exception.

I do not want to discuss if such a type of network is important or not. I
listened on .300 for a while and I made my own opinion, which is almost the
same as K3BU has. We dont have it in Europe and we still can live wihout
it. To avoid these kind of troubles /which will probably continue in every
other major contest/ I suggest you to move to 17m band. You will definitelly
contest free. I traveled from Europe down to the Carribien to take place
in WPX and of course to do best score I could. But guys from 14300 group
definitelly caused that I will remember this contest for a long time.
