The issue could be as simple as US postal state designations.  A resident of
Washington DC uses what abbreviation for their postal address?

I use Augusta, GA.  'GA' being the key.  If they use MD, then they don't
need a separate multiplier, if they use DC, then maybe they do.

Does this really need to be rocket science?  It is only a contest.  As for
the decision, the more important factor should be the consistency of the
contests within a common organization.  The ARRL should either have it a
multiplier in all their band contests or not, but certainly not in some
bands and not in others.

My opinion.
