Clusters are for self-spotting, didn't you know W7ZR?

They are here.

Beware VR2s with three-letter suffixes - our telecom authority
also agreed with them it was acceptable to fire up with SSB
on top of a CW signal they are incapable of copying in order
to force them to switch modes.

Note that VR is a place where any mode can be used
anywhere, yet no-coders have been specifically prohibited from
using Morse if the operator hasn't passed a Morse exam.

Yet we don't let L-plates on expressways - go figure.
