If Field Day is an emergency-preparedness exercise and not a contest... 
then maybe "2A Tennessee" is kinda meaningless as an exchange?

To toss out a radical suggestion...  Maybe FD should have a REALLY LONG
exchange -- for example, a valid contact should require the passing of a
radiogram in official NTS format, with a score of one point per word in
the message body, provided it's received accurately?  (how to determine
that it *was* received accurately?  MD5SUM comes to mind but of course
many FD stations won't have a computer handy...)
