The underlying problem is that certain groups of hams think they "own"
certain frequencies or windows, just like with the SSTV group on 20 or
the CW ops on 160. The bands are there to be shared and that means
whoever fires up on an empty frequency has the use of it, provided he
is operating legally of course. Anyone who is NOT transmitting or
engaged in a QSO on that frequency has no "right" to it. By the same
token, contesters have no right to trample on QSOs already in
progress, which does happen way too often, but that's a different
issue.
If anyone wants to try to establish a "gentleman's agreement", be my
guest but don't be surprised if not everyone agrees 100% with their
desires.
In the meantime, the WARC bands are and will remain contest-free.
