N4GG and W6WRT hit the nail on the head.  If you turn off everything 
that is running in the background, and keep the foreground focus (i.e., 
the cursor) in the window of your logging program, you may be able to 
get good CW under WinXP.

However, my experience seems to indicate (since none of this seems to be 
documented outside of the hallowed halls of Microsoft) that some 
programs cannot be totally suppressed without uninstalling them.  One 
major culprit in this regard are virus checkers.

Lessee...disable a bunch of your regular desktop programs, turn off your 
virus checker (so you run the risk of a virus while accessing a 
web-based Cluster node) and "probably" you'll get decent CW.

Or...hang a $40 WinKey off a USB or COM port, don't mess with your 
desktop setup and get perfect CW.

I won't mention my alternative of choice (stick with DOS - the separate 
computer is cheap).
