if you work an old man using a hand key with a chirpy signal who has to
stop and write down all contact information, and he is from washington
state, go right ahead and speed away, 

but

if he is in nebraska and his station is responsible for most of all
nebraska contacts in the contest, you had better make sure that he has
all the information correctly written down.
