That's what I think as well.
Unless the only approved prefix appendages are specified, I would expect
that *any* validly available prefix tag could be used as a location
designator. If there is a regular callsign with the NV4 prefix allocated in
the US, then /NV4 is a valid tag; therefore it is the same as /W4. Here,
there are no VO3, VO5 etc callsigns allocated for regular operation so those
prefixes would not be permitted.
Most guys I hear say "portable 4" if and when they give that indication
anyway. Which "4" do the mean?
