If the rules say send a signal report, just send 59 or 599 as fast as
you can, then move on with the rest of the exchange. It ain't hard to
do!
I've found even in contests that do not require signal reports
(especially phone contests) that it is quicker to go ahead and give 59
Wake County or 59 NC or whatever than to skip it. There is almost an
expected rhythm there that doesn't really take much time. This is
especially true in DX contests or QSO parties where there are more
casual participants.
