I discussed this with Randy K5ZD who discussed it with Ken K1EA.
The correct answer, according to them, is 03:22.
A more complicated explanation:
The 1st QSO could have been made at 03:12:59 (HH:MM:SS)
The 2nd QSO could have been made at 03:22:00 (HH:MM:SS)
You can see that these two QSOs are 9:01 minutes apart (MM:SS)
At the other extreme:
The 1st QSO is made at 03:12:00 (HH:MM:SS)
The 2nd QSO is made at 03:22:59 (HH:MM:SS)
These two QSOs are 10:59 minutes apart (MM:SS)
On average, however, the two QSOs would be 10 minutes apart. So they are doing
the right thing by allowing you to work the second station when the clock says
03:22

When can i made a QSO on a new band (example 80m) in order not to breaking
