I've just received the same answer also from Doug, KR2Q.

I think the doubt wasnt just mine, looking at the various (current and past) 
questions on this reflector. This post is the final answer to this question.

  I discussed this with Randy K5ZD who discussed it with Ken K1EA.

  The correct answer, according to them, is 03:22.

  A more complicated explanation:

  The 1st QSO could have been made at 03:12:59 (HH:MM:SS)
  The 2nd QSO could have been made at 03:22:00 (HH:MM:SS)

  You can see that these two QSOs are 9:01 minutes apart (MM:SS)

  At the other extreme:

  The 1st QSO is made at 03:12:00 (HH:MM:SS)
  The 2nd QSO is made at 03:22:59 (HH:MM:SS)

  These two QSOs are 10:59 minutes apart (MM:SS)

  On average, however, the two QSOs would be 10 minutes apart.  So they are 
doing the right thing by allowing you to work the second station when the clock 
says 03:22

  please look at this scenario, with only Radio1 for simplicity:

  - 1st QSO on 160m logged at 03.12

  When can i made a QSO on a new band (example 80m) in order not to breaking
  the rules ? At 03.22 or 03.23 ?

  Can someone give me a defintive answer ?
