The answer is easy.

If the other guy not sending his call upsets your sense of propriety, 
ask for his call.  If enough people ask, it will slow him down enough 
that any advantage will vanish.

Same for 599.  If he doesn't send it, and you feel strongly enough 
about it, ask for RST.

Me, I don't care that much.  If you care, the answer is easy!
