Yes, when I see the words "plan", "preferred", "center of activity," and 
"priority," I seriously have to question how this is a bright line rule. 
This sounds more like a suggested blue print.

In any event, who is the IARU?  Its an uber association of amateur radio 
clubs.  In most countries, an amateur radio club is NOT the issuer of rules 
regarding the privileges and rights of amateur radio operators.  The 
Ministry of Communications, FCC, or other similar entity is the issuer of 
the rules.  Show me those rules...
