I think that an international entry level contest is a good idea.
I favor different categories as opposed to power limits because some new people
do use more than 100w.
Other categories could include but not be limited to...
indoor antennas.
tribander-wires
wires only
mobile
I'd also suggest doing the contest three times. Digital, cw, and SSB.
In order to attract VHF/UHF only folks, I suggest running the contest up to
70cm.
If someone new to contesting want to get on 2FM simplex and call CQ contest,
fine, let him make some contacts and get some points. Maybe it will be a good
start for him/her.
I'd also suggest scoring based on geographical areas and categories and not put
too much emphasis on top worldwide scores since it's difficult to compare
scores from different areas.
