Try working them when times are slow as others have said.

On phone if it is not someone I know or a known contest station I usually
call by saying "W9XT for the mult".  On CW or on phone if I just call, I
sometimes send "59904 TNX MULT". That way the other station knows I am
serious about the contact and it is more likely to get in the log.
