Simple Solution. We should all stop working stations like this and send them a clear message that we the participants will not tolerate this behavior. Unfortunately, most will not be able to do this.

The station Herb mentioned has been on most contest directors radar for a long time. Herb is right that its discouraging to go to the Caribbean and have a cheater beat you when everything you did was on the up and up.
