I hope you at least try and give them chance to send non-cut numbers to
complete the QSO. To give another station a NIL is not going to teach them
much when they get the UBN report a year later, with no idea why they got a
NIL. Then again, if you don't send in a log...
I get it - I don't like cut numbers either, and they way some stations use
them can be quite confusing.
