I beg to differ. There's a VERY good reason, and, IMO, is the same reason why the Canadian sections are grouped together for some contests -- insufficient activity. This is a reality of our modern world -- it's become increasingly difficult to build and operate a halfway decent HF station in our major cities. The reasons range from wildly excessive noise levels to limitations of real estate, sky hooks, legal/zoning restrictions, and CC&Rs. When I lived in Chicago, I was one of four active HF stations, one of whom operated QRP from the University of Chicago. I know of NO active contesters in the city of San Francisco, and I would know if they were there because they would be in our club. I don't know ham activity in other large cities, but I suspect it's pretty similar.
