Mike, I believe that question can be answered with some quick modeling. Use HFTA and dial in table top flat land across the harbor, then add the hill as best you can estimate. Then make the yagi in HFTA high enough to give you vertical-like take off angles (ie 1 - 5 degs). See if the hill is causing a problem. If it isn't, then for sure it's a killer spot with 1000 ft of saltwater in the near fields helping losses. If it is a problem, then you may need to actually set up and experiment.
