That would be the ideal and ultimate solution we all should aim for.
Then WRTC would really become the Olympics of our radio sport.

Make it simple.
Two qualifying events during IARU.
Two rigs barefoot (100 W) provided by each team.
Two equally made G5RV's spaced enough (provided by the organizers). and
suspended from 30ft poles. (could be provided by teams)
Two power meters for each team (provided by the organizers).

The rest is provided by the teams willing to qualify: Accesories, tents,
even renting a generator. These will be regional events. A whole lot
cheaper than most contest expeditions.

Two qualifying events during IARU.

I guess that can  be done by and totally fair!

Here in SA-South IARU member societies can make a joint effort and
determine where the qualifying runs will take place, split organizational
activities, etc.

Sounds great even for our dormant IARU member societies here in this part
of the world.
