Thinking about this, I don't think there are any active cw operators in
Alaska located above the Arctic Circle. The only possibility might be
AL7X
in Nome, who is quite a good operator, and makes some Qs in ARRL SS every
few years, but no idea if he is active at the moment.

It happens every year. The contest is called RAEM. The next one is in a
few
days, Here are the rules http://raem.srr.ru/en/2016-rules/ BTW when
working stations located above Arctic Circle (above 66 degrees
North/South) brings 100 bonus points for each QSO so these stations are in
a
great demand.
