That's odd. I didn't have the "0" at the end of the QSO line and it
accepted my log OK.

The header looks OK. I suspect there is some other issue in the
file. It seems you were trying to submit via the WRTC upload page.
All logs submitted to the ARRL/IARU web upload page by 1600z were
also used for WRTC checking.
