For CT to run on UTC you must set your computer's clock to UTC.  If it's
your shack PC, you should just do this anyway and leave it that way.

For the batch file, it's elementary DOS stuff.

Create a file called CTSTART.bat in your CT directory.
the file should contain commands like the following:

REM CT Startup Batch File
COMTSR1 -RTS
COMTSR2 -RTS
CT -VGA -D SSCW97 %1 %2 %3
COMTSR1 -U
COMTSR2 -U


This will load the TSR's for 2 comports, start CT with the file name
SSCW97.  The % variables allow you to type on the command line something
like CTSTART -NOW and it will append the -NOW to the CT startup.  You could
also leave the file name out of the batch file and give it as a command
line parameter to the batch file like CTSTART SSCW97 -NOW.
