i now recommend setting the packet driver sw interrupt to 0x6f (111
decimal).  this is out of the range that ct uses for various com ports
and stuff.  ct looks for comtsr1 through comtsr4 at sw interrupts 97
through 100 respectively.  so if you set the ethernet packet driver to
99 you will not be able to use comtsr3 if you wanted to.  i set nettsr
to 100 by default to replace comtsr4.

the difference of 1 between the suggested ranges is not important, just
a coincidence.  the problem is caused when the packet driver sw
interrupt conflicts with one of the ones used by ct to talk with nettsr,
comtsr*, or the dvptsr.
