[ct-user] ADMINISTRATIVE: CT-USER has a new list owner!

Please welcome and support Ed Parish, K1EP who has taken over management of 
the CT-USER reflector.

I have been running this list continuously since February 1994, on a 
variety of systems until it found its home on contesting.com.  It's time 
for me to take a break, and I appreciate Ed volunteering.
