[ct-user] Updated C2A (CT-to-ADIF) coming this weekend

I'll be releasing an update to C2A (CT-to-ADIF) this weekend.  The last new
version was over a year ago.  This one will have a fix for exporting counties
in the CA QSO party, as well as other bug fixes (which I forget without the
source code in front of me).
