I don't know if a relay would fast enough to do CW keying.

I would use a high voltage transistor or opto isolator such as the 
H11G1 which has a 100V BVceo.  If that isn't high enough, there 
probably are others out there that are higher.

Pin 17 of LPT1 has the CW output, pins 18-25 are ground.
