do what i have done. write a complaint about the problem, address it to the
ARRL, Mike Gruber, he will send them a letter, he will also copy the letter to
the FCC, give them about 60 days to fix the problem, contact you if the problem
has been fixed, if not then the complaint will be forward to the FCC and they
will send the a letter.
I have found that if i was causing them RFI they will complain to someone. I
just tell my neighbors that that device is causes RFI to a license service, do
some explaining, give them a sample letter that can be found on the internet,
and you understand that they cannot know or understand the problem, but the RFI
needs to stop.
I have done this to two neighbors and we still speak to each other. They need
to be informed consumers, just as we are.
Just another day in the neighborhood. they will most likely get over it.

Subject: Re: [RFI] Gone then back
Probably a neighbors dimmer light. I got one here too. I can put my portable
SW up to the power meter or any wires and it comes in stronger. I know for a
fact it's their dimmer because I went over with my SW rx one day and had them
shut it off and the noise went away. Sadly, our FCC does nothing about the
sale of this junk and leaves it up to the licensed operator to somehow get the
neighbor to fix it which is not an easy task. Short of a class-action lawsuit
against all mfg that make and import this crap, there is not much we can do
about it except try to get the neighbor to co-operate and fix it, not likely.
Good luck
