The ARRL power line noise FAQ page gives the best info on how to "encourage" your utility to fix RFI complaints. After polite reporting and reasonable patience, contact the ARRL RFI Desk. The details are on http://www.arrl.org/power-line-noise-faq-page , about 2/3 of the way down. It works. It takes a while -- maybe a long time -- but progress can be made.
